GENERAL ABE TALKS CONCILIATION ABANDONMENT OF BLOCKADE ON CONDITIONS. MONGOLIAN GOVERNMENT RECAST. By Telegraph—Press Association—Copyright. (Received This Day, 10.20 a.m.) TOKIO, August 31. The Premier (General Abe) issued a statement that the isolation of Tientsin was- only a military necessity and would be lifted if Britain abandoned her Chiang Kai-shek policy. Although the British and Japanese conversations had reached a deadlock, Japan was ready to respond to a conciliatory attitude. The Japanese-sponsored governments of the Chahar, North Shansi and Inner Mongolia provinces are amalgamating into one Government, to be known as the Federated Autonomy Government of Mongolia, with Prince Te Wang chairman. It is understood that the area will enjoy comprehensive autonomy.
