Count Ciano (Foreign Minister) and the British Ambassador (Sir P. Loraine) conversed for half-an-hour. While neither English nor Italians indicated the subjects covered, both indicated that Signor Mussolini was actively seeking a peaceable settlement, but while diplomacy seeks peace, emergency measures continue. The Rome broadcasting station has advised Italians to evacuate the large cities as soon as possible, Marshal Balbo, Govenor-General of Libya, has issued a decree controlling food. It is authoritatively stated that Signor Mussolini will intervene with concrete proposals if the present negotiations between England and Germany fail. TURNING ON MARGINS ITALY’S DIPLOMATIC EFFORTS. (Received This Day, 12.45 p.m.) ROME, August 29. Mr N. Chamberlain’s speech has not relieved anxiety. On the contrary, it is noted with alarm that he showed no signs of proposing concessions. Signor Gayda says: “The British reply tends to indicate methods of procedure instead of dealing with substantial points for a solution of the conflict of ideas. It is evidently held that there are still margins for discussion, however meagre and difficult. Italy's diplomatic action turns on these margins.” PRIVATE CARS USE BANNED IN ITALY CONSERVATION OF PETROL. (Received This Day, 10.35 a.m.) ROME, August 29. Private cars are forbidden to use roads throughout Italy from midnight on September 3. to conserve petrol. PLEDGE TO LUXEMBOURG (Received This Day 9 a.m.) BRUSSELS, August 29. Herr Hitler’s reply cannot reach the Foreign Office through the normal diplomatic channels before tomorrow.
