OUTCOME OF DIPLOMATIC EXCHANGES DANGEROUS ATMOSPHERE. BRITISH MINISTERS TO SPEAK. (Received This Day, 12.10 p.m.) LONDON, August 23. Facing critical hours, Europe is awaiting the outcome of today’s German-British diplomatic exchanges and an elucidation from Moscow of the effect of the proposed German-Soviet pact on the Three Power talks. In an atmosphere highly charged with dangerous potentialities, Mr Chamberlain’s statement in the House of Commons tomorrow and Lord Halifax's broadcast in the evening will shape Britain's course in the events of the next few days. ■
