Public buildings are covered with posters instructing the population what to do in the event of air raids. Foreign embassies have drawn up plans to evacuate their nationals. The British Consulate has advised Britons to leave the country immediately if war breaks out. HONOUR DECLINED YUGOSLAVIA AND LEAGUE PRESIDENCY. (Received This Day, 10.40 a.m.) GENEVA. August 9. Yugoslavia has declined the presidency of the League Council, stating that she is at present not willing to share the responsibility of League of Nations politics.
