By Telegraph—Press Association—Copyright (Received This Day, 1.5 p.m.) LONDON, July 25. “The Times” says the Government, attempting to overcome the deadlock in the Anglo-French-Russian negotiations. has sent to Sir William Seeds instructions enabling an attack on the problem from a fresh angle. The proposed pact would be bi-partite, namely political and military, whereas hitherto the political part solely had been emphasised. It is suggested that military talks begin in order to enforce both simultaneously, as the Soviet originally desired. If a military mission is sent, an officer of high rank would lead it. The Navy would also be represented.
