HALIFAX HOPEFUL

(Received This Day, 10.50 a.m.) LONDON, July 24. In the House of Lords, Viscount Halifax (Foreign Minister) stated that it was understood between Sir R. Craigie and M. Arito that the position and obligations of other Powers were not affected. Britain had urged on Japan the importance of discouraging Press recriminations and exaggerated claims, thus prejudicing the negotiations. He had made strong representations regarding the anti-British agitation and anticipated that this would cease. Baron Hiranuma (Japanese Premier) was reported to have said that now that Japan had fixed her policy they would control agitation not in accordance with it.
