The London report of an agreement on a Soviet pact is officially discounted, though it is admitted that considerable progress has been made, justifying that hope. AMBASSADOR’S REPORT POSITION OF THE BALTIC . STATES. (Received This Day, 9.25 a.m.) LONDON, July 4. The Press Association says Sir William Seeds reports good progress. Soviet circles in London stated that a final agreement is in sight. It is understood that the Baltic States are named as included in a three-Power pledge. M. MOLOTOV’S REQUEST FURTHER ELUCIDATION SOUGHT. (Received This Day, 9.25 a.m.) PARIS, July 4. The Quai d’Orsay reveals that M. Molotov seeks a further elucidation of the Anglo-French proposals, from which it is assumed that negotiations will, continue for some time. MARKETS REPORT. GILT-EDGED STOCKS GAIN POINT. (Received This Day, 9.25 a.m.) LONDON. July 4. Reports that the Russian pact is near completion have invigorated the markets. Gilt-edged stocks gained a point. NEW DIFFICULTIES NO RAPID CONCLUSION EXPECTED. (British Official Wireless.) (Received This Day, 10.45 a.m.) RUGBY, July 4. The foreign affairs committee of Cabinet met twice today, when it would have before it the latest information on the Moscow negotiations. While undoubted progress has been made in the negotiations, new difficulties which have been met with will prevent the expectation of an easy of rapid conclusion of the negotiations.
