It is revealed that on the eve of the neutrality debate the Governmentcontrolled Export and Import Bank has approved giving' 5.000,000 dollars’ credit to enable Portugal to purchase American material to modernise her railways. The “New York Heralck-Tribune” interprets this as "another example of the parallel action of Britain and the United States.” It says that the modernisation of Portugal's railways will put her in a much better position to defend herself and assist Britain, and it mentions the possible transportation of British troops overland and the use of Portuguese ports by the British Fleet in the event of war.
