Reuter's correspondent reports that the Rumanian Foreign Minister. M Gafencu, is preparing a new Balkan defensive pact, under which Turkey. Greece. Yugoslavia and Rumania will pledge mutual assistance in the event of aggression. The significance of the move lies in Yugoslavia’s declared determination not to be drawn irrevocably into the axis. M Gafencu replied very firmly that Rumania was at liberty to decide her own destiny.
