Molotcv (Foreign Minister) conferred with Sir William Seeds (British Ambassador), Mr W. Strang and M. Naggiar (French Ambassador), for half an hour. It is understood that M. Molotov said the revised Anglo-French proposals were still unacceptable. It is believed in unofficial circles that the Soviet is insisting on cast-iron guarantees for the Baltic States. It appears likely that the talks will now be suspended, pending fresh instructions from the British and French Foreign Offices.

LONDON COMMENT SOME UNDERLYING CAUSE OF DELAY. (Received This Day, 12.20 p.m.) LONDON, June 23. “The Times” says the Tass Agency statement that the new British and French proposals show no progress is not taken too tragically in London. It is known that the proposals embody all the Soviet Government originally suggested and also mark a definite advance towards recent demands regarding the Baltic States. Reuter says there is a feeling in diplomatic quarters that the attitude of Russia suggests that there may be some other underlying cause of delay than a mere question of formulae.
