KULANGSU NEXT

NEGOTIATIONS FINALLY FAIL RING ROUND ISLAND TIGHTENED. PROSPECT OF ACUTE FOOD SHORTAGE. LONDON, June 15. The Hong Kong correspondent of the British United Press says that the negotiations between Britain, Japan, France and the United States, which have dragged out in Kulangsu for three weeks, have finally railed. Action similar to that taken at Tientsin is planned.

A message from Amoy states that the Japanese have tightened their ring round Kulangsu with the object. according to their spokesman, of "bringing the municipality to its senses.” It is announced that firewood, charcoal and vegetables in future will be refused entry. Fifty thousand people face an acute food shortage. Japanese warships continue to patrol oft the shore.

JAPAN’S REAL AIM ASSISTANCE AGAINST CHINA. ULTIMATE EXCLUSION OF FOREIGN INTERESTS. (Independent Cable Service.) LONDON, June 15. “The Times” in an editorial on the Tientsin position points out that Britain is ready to hand over the Chinese terrorists if valid evidence is forthcoming regarding their guilt. “It is clear, however, that the Chinese never represented anything more than a pretext for bringing pressure to bear on the British interests,” it adds. “The latest pronouncements broaden the significance of the blockade and lay bare the motives for its instigation. A local incident is being exploited to secure British participation in a campaign against China, and British acquiesence in the ultimate exclusion of all but Japanese interests in Chinese territory. That is the inevitable reading of the events, and upon confirmation or otherwise of that impression British action will depend.”
