He added that he possessed “other information” giving greater hope that statesmen would be guided by the humanities in approaching international problems. His decision to intervene was made at the beginning of May, when, dissensions appeared likely to lead to war. He was convinced, as a' result, of ' his survey, that there had ■been a relaxation of tension in men's souls.
