JAPAN AND THE AXIS POWERS SYMPATHETIC NEUTRALITY. NO DEFINITE COMMITMENTS. By Telegraph—Press Association—Copyright. TOKIO, Mgy 20. The Inner Cabinet held an urgent meeting today, after which it was announced that it had reached a final decision on Japan’s policy toward Europe. The Prime Minister, Baron Hiranuma, reported to. the Emperor and the Full Cabinet will meet this afternoon. It is understood that Japan’s 1301105’ will be one of sympathetic neutrality toward the axis Powers with no definite commitments.
