General Terruzzi, Under-Secretary for Italian East Africa, told the Chamber of Fascists today that Italy materially and morally controlled Ethiopia, though small bands of hostile tribesmen were still operating in the.provinces of Amara and Shoa as a result of foreign assistance and propaganda. He added that normal economy was impossible till the Suez Canal dues were reduced, and fewer natives were required for roads and public works.
