A communique has been issued reading: “Britain’s reply asks the Soviet to give immediate assistance if Britain and France are involved in military operations in the execution of their obligations towards Poland and Rumaii; ia.” It adds that British counter-propo-sals, to which France hasfiot objected, do not .include provisions for reciprocal British and French help if the Soviet is similarly involved in the execution of obligations undertaken regarding any European state.
