NEW DECREE IN GERMANY. By Telegraph—Press; Aszociafion—Copyright. (Received This Day, 12.50 p.m.) LONDON, May 3. "'I he Times” Berlin correspondent states that a supplementary decree establishes tax certificates as a form of currency and provides that contractors receiving payment by certificate must i epay their creditors forty per cent in ccrtilicaieg, which must be accepted as legal tender for private debts.
