An Admiralty pamphlet complains that Western nations are building up Far Eastern armaments, in order tc hinder Japan? construction of a now order in East Asia. The pamphlet refers to British and American Pacific fortifications, mentioning Singapore, Darwin. Alaska, and Wake. Midway Johnston and Aleutian Islands. ■ It alleges that the Soviet is concentrating 60 submarines and 150 Q aeroplanes in Eastern Siberia. SHANGHAI DEMANDS OBJECTION TO BRITISH DOMINATION. (Received This Day, 9.40 a.m.) TOKIO. May 3. The British Ambassador, Sir Robert Craigie, has been notified that Japan has demanded reorganisation of the international Settlement at Shanghai, with increased Japanese representation on the Municipal Council, which they contend is British-dominated.
