TRADE EMBARGO
ACTION AGAINST JAPAN; PROPOSAL IN AMERICAN SENATE. By Telegraph Press Association—Copyright. WASHINGTON. April 27. Senator Pittman introduced a measure permitting the President to place embargoes against Japan under a provision "to place restrictions upon the trade and commerce" of any violator of the Nine-Power Pact. Senator Pittman explained that the law would facilitate inducing Japan to abandon “the unusual and careless war practices which constantly threaten the lives of our citizens in China and the abandonment of the unnecessary and arbitrary interference with the lives and business of our citizens."
