The Tok io correspondent of the “Times” says momentous deliberations are going on without intermission among the inner circles of Cabinet. Five Ministers, whose meeting last Sunday was the first signal of critical developments, again met on Monday and today. It is permissible to expect that Herr Hitler on Friday will be unable to say that Japan will fight the Axis battles in the Pacific.
