Dr. Halfeld, in an article in the “Hamburgher Fremenblatt,” alleges that General Smuts sent police to South-West Africa because he expected war to break out on April 16 over the Polish-German question.

He declares there is reason to be* lieve that London advised South Africa that war could be exiaected in order to gauge South Africa’s reactions to an emergency. He adds that General Smuts, by means of this manoeuvre, wanted to goad South Africa into a war for British Imperial interests modelled on 1914.
