The bank rate has been raised from 21 per cent to four per cent. EARLY CHANGES. ALL SOCIALIST MINISTERS RESIGN. BRUSSELS, April 17. All the Socialist Ministers have resigned. M. Pierlot is reforming the Cabinet on a two-party basis. The Socialist Party Congress rejected by a 62,000 majority a resolution favouring participation in the Government. .
