PROVISIONAL GOVERNMENT SET UP HEADED BY THE FORMER PREMIER. PEOPLE ORDERED TO OBEY ITALIANS. By Telegraph—Press Association—Copyright. TIRANA, April 10. The former Prime Minister of Albania, Dr Djates Ypi, has been appointed head of the provisional Government in Tirana. The Government issued a proclamation ordering Albanians to obey the Italian civil and military authorities for the time being. Other members of the provisional Government under Dr Ypi include M. Zef Kadaria as Minister of the Interior, M. Marko, Minister of Finance, M. Pertef Pogoni, Minister of Education, M. Mihai Sherko, Minister of Foreign Affairs, M. Izedin Beshiri, Minister of Public Works, and M. Llambi Aleks, Minister of Economics. “ONLY TEMPORARY” ITALIAN OCCUPATION. COUNT CIANO’S REPORTED ASSURANCE. ROME, April 10. Lord Perth and Count Ciano are to meet tomorrow or on Wednesday. It is understood that Count Ciano gave an assurance to Lord Perth on April 9 that the occupation of Albania was temporary and therefore did not disturb the status quo. OIL & MINERALS. ITALY ACQUIRES INCREASED SUPPLIES. ROME. April 11. Italy’s oil problem-will be aided by the acquisition of the reservoir in Albania, which, with development, is expected to produce 600,000 barrels this year. In addition, there are coal, lignite, copper, pyrrites, iron ore and valuable forests. ITALIAN ADVANCE YUGOSLAV FRONTIER REACHED. CONSTITUENT ASSEMBLY CALLED. Political prisoners accused of being “under the former reactionary regime,” are being released. A Constituent Assembly has been called for tomorrow. MOUNTAIN FIGHTING. (Received This Day, 11.0 a.m.) BELGRADE! April 11. Italians and irregulars continue fighting in the northern mountains. ITALIAN FORCES STRENGTH IN VARIOUS AREAS. (Received This Day, 11.0 a.m.) LONDON, April 11. The Rome correspondent of the British United Press says that of the 900,000 men under arms, the strongest concentrations are in Northern Italy. There are 400,000 on the mainland and in Sicily and Sardinia, 50,000 in Albania, 60,000 in Spain, 30,000 on the Dodecanese Islands, 80,000 in Libya , and 280,000 in Ethiopia.
