CARTERTON BOROUGH

MEETING OF COUNCIL. CONTROL OF TAXIS AND CARRIERS. (“Times-Age” Special.) The monthly meeting of the Carterton Borough Council was held last night at the Borough Council Chambers. There were present: His worship the Mayor (Mr D. L. Taverner) Councillors W. A. Hart. E. McKenie, H. Mortenson, L. M. Clark, C. Stevens, C. J. DeLacey, Miss O. Wolters, R. A. Copeland. J. Udy and the Town Clerk (Mr P. A. Cole).

The by-law re hawkers was confirmed as follows: "That pursuant to section 364 (36) of the Municipal Corporations Act, 1938, the Carterton Borough Council resolved, that as from May 1, 1939, the license fee payable by hawkers, pedlars or petty shopmen or itinerant traders shall be (a) for itinerant traders £1 per annum (b) for hawkers, pedlars or petty shopmen the sum of £5 per annum, the said fee to be refunded if the licensee remains continuously in business in the borough for six months.

The Department of Lands and Survey forwarded a plan of the subdivision of the property near the Eagle Estate and asked for the council’s approval. It was decided that the Mayor and Councillor McKenzie affix the seal of the borough and sign the agreement The same was agreed to in respect of an application from G. H. Davis, land officer, New Zealand,Railways, re the acquisition of Hadley Bros, property in Belvedere Street; also the property taken from Beard Estate, A. Hayden and the Callister Estate.

The Department of Labour wrote regarding Scheme 13 and workers 60 years of age and over. It was stated that the Social Security Act provided that persons who are qualified to receive an age benefit may not receive an employment benefit under the Act, and consequently after April 1 are not eligible for placement on subsidised work under Scheme 13.

The Mayor of Masterton (Mr. T. Jordan) wrote congratulating the Carterton Fire Brigade bn their success at the recent fire brigade demonstration at Wanganui. The clerk reported that he had conveyed the message to the superintendent of the brigade.

It was resolved on the motion of Councillor Mortenson, seconded by Councillor McKenzie, the clerk convey the council’s congratulations to ‘the brigade team 'which was successful at the Wanganui demonstrations. A letter was received from the . secretary of the Carterton School Committee asking for safety crossings at High Street South Schools and also at the Memorial Square.—lt was resolved that the Clerk interview the Traffic Inspector on the matter and report to next meeting of the council. The secretary of the Education Board wrote in regard to filling in the drain at the eastern boundary of the new school thereby blocking the natural flow of storm water and notifying that the same would be looked into when an officer of the board was next at Carterton. Mr. E. P. Norman Town Clerk at Wellington, wrote stating that the Municipal Conference would be held in Wellington in 1940 during the Centennial Exhibition, and asking, the council to make early application for accommodation for its delegates. It was pointed out that Carterton delegates could return to Carterton by car and that accommodation would not be required. Messrs. H. Rolls (Featherston Town Clerk) and D. Keay (Pahiatua Town Clerk) supplied particulars as to the free library as it affected their boroughs. The question of arranging a public meeting to be addressed by Mr Halley was left to the Town Clerk.

Mr J. H. Dudson wrote asking that certain properties owned by him be placed under the Urban Farm Lands Rating Act, 1932 and asking the borough to prepare a special roll in connection with the same. After discussion, the matter' was left to the Works Committee to go into and report to the council meeting next month. Mr. J. W. Andrews, Mayor of Lower Hutt, wrote stating that Mr W. Toomath, secretary of the Early Settlers’ Historical Association, was desirous of addressing a meeting at Carterton in connection with the proposed Memorial Hall and Swimming Baths at Petone Beach. It was resolved that a meeting be held at the Dalefield Dairy Co.’s hall on March 30, at 7.30 p.m., the Mayor to preside. The meeting is for the purpose of soliciting individual contributions to the proposal. Mr. A. Eaton Hurley, secretary of the Municipal Association of New Zealand, wrote relative to taxis and town carriers and opposing the removal of control from municipalities to the Government. It was resolved that a reply be sent to the effect that the borough has a by-law dealing with the matter and that Carterton disapproved of any change being made. The secretary of the Carterton branch of the Returned Soldiers’ Association drew attention to the state of lettering on the cenotaph in Memorial Square and asked that the same be brightened up before Anzac Day. ■ The matter was left to the Works Committee to deal with.

It was resolved to put the footpath in good order and condition from Victoria Street to Belvedere Street, on the western side of the road. It was decided that the whole of Garrison Street be connected up with the 6-in. water main, the cost of the connections to be borne by the residents.

It was resolved that the usual arrangements be made by the clerk for the Anzac Day service. It was mentioned that Mr J. L. Harris was endeavouring to organise a band for the services.

Councillor Mortenson brought up the matter of brightening the business area of the town with better lighting. It was decided that the Town Clerk ascertain the cost of installing eight vapour gas lights between Belvedere Street and Pembroke Street. WORKS COMMITTEE. The Works Committee reported: It was resolved to call for tenders for the purchase of li-inch second-hand piping in the borough yard. The services of Mr A. L. Reynolds (Masterton) ■ are to be engaged to supply information as to levels, etc., in the low pressure water main. It was decided to extend the 3-in. main at the intersection of Garrison Street and Rexwood Street for a distance of five chains in a westerly direction. It was decided to dismantle the water shute at the baths. It was resolved to write to the Railway Department asking that the eastern side of the roadway be improved by tree planting ,etc. OVERSEER’S REPORT. The Overseer’s report dealing vzith extensive works carried out by the staff in various parts of the borough was read and adopted.
