Lithuanian troops are standing by on the Lithuanian —Memel border. The Memel authorities have forbidden withdrawals from the banks. ULTIMATUM DENIED. STATEMENT FROM BERLIN. (Received This Day, 1.15 p.m.) BERLIN, March 21. The German ultimatum to Lithuania is denied. It is understood that German troops will march triumphantly into Memel when the occupation occurs. It is understood that the. suggested scheme for a common declaration has been whittled down to a four-power declaration against future aggression. England, France and Russia have practically agreed on what constituted aggression, but Poland —a possible fourth signatory—is demanding guarantees before subscribing. A formula which will be satisfactory to Poland is. at present being sought, but the British and Russians are hesitating to; give guarantees. “MENACE TO POLAND” "THROUGH GERMANY'S EXPANSION.” NATIONAL UNION.CABINET SUGGESTED.
