NOT SANCTIONS
ANGLO-AMERICAN HELP TO CHINA THE JAPANESE VIEW. STATED BY MR ARITA. By Telegraph—Press Association— Copyright. (Received This Day, 11.10 a.m.) TOKIO, March 9. The Foreign Minister (Mr H. Arita), in the Diet, said the Government did not regard Anglo-American help _ to China as in the nature of sanctions against Japan. An economic blockade was not easily achievable and the grave consequences were well known to these Powers. ECONOMIC PLANS. HOPES OF SELF-SUFFICIENCY. (Received This Day, 12.25 p.m.) TOKIO, March 9. Mr Amki announced in the Diet plans whereby Japan it was hoped would be invulnerable in three years against economic sanctions. It is expected by 1942 to have increases over 1938-39 ranging up to 100 per cent. Mr Amki predicted that Japan, Manchukuo and China would be selfsustaining in three years time in iron, steel, coal, light metals, zinc, fertiliser, rolling stock, automobiles and shipping.
