NAVAL PARITY

TOKIO, March 9. ■ “Japan intends to aim at naval parity with Britain and America,” declared Rear-Admiral Kanazawa, chief of the Admiralty Publicity Department, today. Her object, he said, was to maintain a navy of sufficient strength to meet the largest naval force which any single foreign Power might hypothetically be able to send to the Far East. Japan’s purpose was to command the western Pacific seas in order to facilitate the smooth execution of her national policies; In accordance with the true ideal of non-menace and non-aggression Japan wanted a fleet sufficient for defence but not large enough to undertake offensive operations. On this basis a six-year plan and a building programme costing £72,000,000 would be initiated.
