Japan’s purpose was to command the western Pacific seas in order to facilitate the smooth execution of her national policies; In accordance with the true ideal of non-menace and non-aggression Japan wanted a fleet sufficient for defence but not large enough to undertake offensive operations. On this basis a six-year plan and a building programme costing £72,000,000 would be initiated.
