there are misapprehensions as to the methods by which these aims will be achieved. The Third Reich, whatever the outside world may think to the contrary, considers its policy to be peaceful and based upon legality in every step. In dealing with the eastern problems it will adopt similar tactics. First, the atmosphere must be created both at home and abroad through suitable propaganda and then the various people themselves (in this case substitute Uk.ranians for the Sudeten Germans) will cry aloud for self-determination. Relations between Germany and Poland are today governed by the tenyear Non-Aggression Pact of 1934, and it is not thought likely that this country will be the first to renounce it. For whatever policy the Reich wishes to follow toward Poland can be pursued very much further without any violation of the letter of that agreement. The general political and economic . reconstruction of the new Europe recognised by the Munich Agreement will take place mainly in its eastern section. Whether this will be achieved entirely according to Germany’s ideas remains to be seen.
