(Received This Day, 12.50 p.m.) LONDON, February 23. “The Times” says all is now ready for recognising General Franco. The Foreign Office has informed M. Corbin (French. Ambassador) of Cabinet’s decision. Sir Eric Phipps (British Ambassador to France) had a similar talk with the Qua! D’Orsay. The British Government no -longer wishes to have the responsibility of maintaining a recognition that might encourage the Republicans to endure further slaughter and also believes that by transferring recognition they arc helping in the reconstruction of Spain.
