The British and United States Consuls have protested to Japan, against the treatment of foreigners by gendarmes. SAFETY POINTS DESIGNATED IN KULING. (Received This Day, 12.50 p.m.) SHANGHAI, February 23. It is officially announced that the Japanese have designated two safety concentration points in Killing which will be immune from attack, provided they are not used by Chinese troops.
