STATEMENT BY NEW PREMIER. By Telegraph—Press Association —Copyright. (Received This Day, 10.15 a.m.) BRUSSELS, February 23. The Premier, M. Hubert Pierlot, has announced that he has not changed Belgium’s foreign policy. He proposes to reduce civil service wages and pensions, with the exception of war atid old age pensions, by 5 per cent, and to tax monopolies. '
