QUESTION OF RECOGNITION. MATTER FOR UNILATERAL ACTION. By Telegraph—Press Association—Copyright. ST JEAN DE LUZ, February 22. Senator Berard, France’s envoy to Burgos, stated today that de jure recognition of General Franco was a master for unilateral action by France, and tliat therefore it was not necessary to negotiate or impose conditions. However, problems arising from recognition must be settled first and the principal object of his mission was io clear up misunderstandings.
