ADDITIONS TO GARRISON IN LIBYA NOT REGARDED AS BREACH OF AGREEMENT. STATEMENT IN THE HOUSE OF COMMONS. By Telegraph—Press Association—Copyright. (Received This Day. 12.35 p.m.) LONDON. February 20. The Parliamentary Secretary for Foreign Affairs, Mr R. A. Butler, said Italy had intimated ihe sending of 30,000 troops to ensure the security of .'Libya. This was not regardable as a breach of the Anglo-Italian agreement. but he admitted it would restore the garrison to the pre-agreement strength. ARRESTS IN JIBUTI. ITALIANS AND NATIVES. (Received This Dav, 12.35 p.m.) LONDON, February 20. The British United Press Jibuti correspondent says several Italians and natives are reported to have been arrested on charges of espionage. Further arrests are expected.
