TOKIO COMPLAINT
TERRORISTS UNCHECKED IN SHANGHAI IN INTERNATIONAL AREAS. OVER SEVENTY ATTACKS. By Telegraph—Press Association—Copyright. (Received This Day, 10.40 a.m.) TOKIO, February 20. Chinese terrorists are allegedly uncontrollable in the International Settlement and French Concession. In addition to the assassination of Mr Chen Lo, three Japanese, including a girl, have been wounded. It is claimed that over seventy attacks have been made against Japanese and against their Chinese collaborators. The assailants have not been arrested.
