"We suffer too much in this country from people watching other people play sport." said Captain N. A. Rattray, speaking at a public meeting held in the Waimate Borough Council chambers to discuss the organisation of Physical Fitness Week in the district. "We are definitely dropping in the physical side in New Zealand," he said. "Too many of our young men spend their leisure hanging about street corners smoking cigarettes.”
