The British United Press Rome correspondent. states that, the Fascist Grand Council's morning communique merely announces a scholastic charter, to ensure that teaching, from kindergarten to the university, shall be strictly Fascist. It plans and orders the membership of semi-military school organisations, to continue- until the age of 21 years. Absence of any mention of foreign affairs strengthens the view that Signor Mussolini has pigeon-holed the revelation of Italy’s “natural aspirations” till the next council meeting on March 21. with the inauguration of the new Chamber of Fascist Corporations, which might be regarded as a suitable occasion for the pronouncement.
