NEW APPOINTMENTS IN BRITISH CABINET Sir Thomas Inskip Secretary for Dominions CO-ORDINATION OF DEFENCE TAKEN BY LORD CHATFIELD By Telegraph.—Press Association —Copyright. LONDON. January 28. It is officially stated that the following Ministerial changes have been made:— SECRETARY FOR THE DOMINIONS, Sir Thomas Inskip (formerly Minister for Co-ordination of Defence), who replaces Mr Malcolm MacDonald. MINISTER FOR THE CO-ORDINATION OF DEFENCE, Lord Chatfield (First Sea Lord till last August), who replaces Sir Thomas Inskip. „ MINISTER OF AGRICULTURE AND FISHERIES, Sir Reginald Hugh Dorman-Smith, with replaces Mr W. S. Morrison. CHANCELLOR OF THE DUCHY OF LANCASTER, Mr W. S. Morrison (formerly Minister of Agriculture), who replaces Earl Winterton. PAYMASTER-GENERAL, Earl Winterton (formerly Chancellor of the Duchy of Lancaster), who replaces the Earl of Munster. PARLIAMENTARY UNDER-SECRETARY FOR WAR, the Earl of Munster, who replaces Lord Strathcona, following the latter's resignation.
Mr Morrison will assist Lord Chatfield and will answer for him in the House of Commons. Earl Winterton ceases to be a member of the Cabinet, but he retains the secretaryship of the Intergovernmental Refugees Committee.
EARL WINTERTON
REASON FOR RESIGNATION. SOME TEMPORARY ARRANGEMENTS. (British Official Wireless.) RUGBY, January 28. An exchange of letters between Earl Winterton and Mr Chamberlain is published today. Earl Winterton, in a letter dated January 26, recalls that in March, 1938, he was asked to join the Cabinet in order that the then Air Minister, who was a member of the House of Lords, might be replaced by a Cabinet colleague in the House of Commons.
This arrangement ended when an Air Minister was appointed with a seat in the House of Commons. Another temporary arrangement whereby Earl Winterton gave assistance in the work of the Home Office, it is pointed out, had also come to an end.
Earl Wintertpn proceeded to refer to the scope of his work as chairman of the Inter-Governmental Committee for Refugees, and added that, in these circumstances, he felt it his duty to. place his seat in the Cabinet at the Premier’s disposal, giving an assurance that he had no difference of opinion with Mr Chamberlain or any of his colleagues either on personal or political grounds.
