A three-day conference of six representatives of the Peking and Nanking puppet Governments and 20 Japanese observers adjourned yesterday after failing to establish a united Japanesecontrolled administration. The greatest difficulty lies in finding a Chinese leader of sufficiently high standing willing to head a Government. The conference, however, agreed to increase the cotton and coal production of north China to meet Japan’s needs.
