The "Daily' Telegraph” Paris correspondent says M. Rucart. Health Minister. is preparing a Bill to introduce a system of marriage loans in order to increase the French birth rate, which he says is lower than Germany’s because the French marriage rate is pnly 75 per 10,000 compared with 89 in Germany. The bill aims at increasing the number of marriages by 50,000 immediately and thereafter by 12.000 yearly.
