SUBMITTED TO JAPANESE CABINET INDEPENDENCE OF IMPORTS IN EMERGENCY. FIFTEEN INDUSTRIES COVERED. By Telegraph—Press Association —Copyright. TOKIO, January 10. Mr Aoki, vice-president of the National Planning Board, has presented to Cabinet a three-year plan, to expand productiveness, aiming, at Japans independence of foreign supplies in an emergency. The plan covers fifteen industries, including wool, involving State control. It also subsidises the economic co-operation of Japan with Manchukuo and China.
