Faced with the determination of the United States not to tolerate the impairment of her rights in China by arbitrary methods, Japan has cleared the decks for the installation of a Fascist regime. Baron Hiranuma is expected to announce the personnel of the New Cabinet tomorrow. His appointment to the Premiership means that a strong hand will be applied both to home affairs and to dealings with Foreign Powers. .
