Lyons, in a New Year message, said: "Australia has assumed a great rearmament programme, but her efforts are directed to peace and to our own defence. We have no thought of aggression against anybody. "We want our neighbours in the Pacific to understand us and we want to understand them. This is the basis of our national policy."
