(To the Editor.) Sir, —Could you inform me if it is an offence in Masterton, as in other progressive towns, to parade busy streets with dogs not held on a leash? I pity the poor dustmen and shop assistants whose duty is of a morning to handle a rubbish tin most flagrantly insanitated by these pests. A little more consideration on the part of the owners of Masterton’s increasing army of pet canines might result in some improvements in this direction. I am, etc. ‘•DISGUSTED CITIZEN.” Masterton.
