RESTRICTIONS TO BE PLACED ON OTHER POWERS “MEASURES OF SELF-DEFENCE.” NINE-POWER TREATY TO BE SCRAPPED. By Telegraph—Press Association—Copyright. (Received This Day, 9.5 a.m.) TOKIO, December 19. The Foreign Minister, Mr Arita, told the foreign Press that Japan wished to establish a new order of co-operative co-ordination in East Asia, which necessarily would be a measure of selfdefence in face of world-wide Customs barriers. The activities of the other Powers therefore would be subject to restrictions necessary for the economic security of Japan, China and Manchukuo. The provisions of the Nine-Power Treaty were inapplicable under the present conditions and should be replaced by a new order. ACTION AT TIENTSIN. SUPPLIES FOR CONCESSIONS CUT OFF.
