FRANCO’S DENIAL
BOMBING OF OPEN TOWNS LOCATION OF MILITARY OBJECTIVES. CHARGES MADE AGAINST REPUBLICANS.

General Franco has sent a Note to Britain denying the Republican allegations regarding the bombing of civilians, but admitting that military objectives sometimes were located in Open towns. The bombings were carried out under the orders of the General Staff, disproving that foreign aviators intervened. General Franco asserted that the Republicans placed civilians near objectives in order to use the victims for propaganda purposes. He claimed that the Republicans had carried out 2,091 raids on 373 open towns, resulting in 18,985 casualties. BELGIAN POLICY. CONFIDENCE IN PREMIER'S PROGRAMME. (Received This Day, 12.30 p.m.) BRUSSELS, December 13. The Senate passed a vote of confidence in M. Spaak’s Spanish policy. M. Spaak declared that he desired to resume normal relations with the Republicans. He added that negotiations with General Franco were proceeding.
