BRITISH DEFENCE PLANS CONSCRIPTION TO EXTEND TO PROPERTY. A NEWSPAPER FORECAST. By Telegraph—Press Association —Copyright. (Received This Day, 10.25 a.m.) LONDON, December 12. The “News-Chronicle” says that, simultaneously with conscription in the event of war, the Government would immediately legislate to enable the commandeering temporarily of all property essential, to the pursuit of the conflict. This would include buildings, fields, woodlands and mineral wealth. Limited compensation is probable. The Government is already empowered to take over motors and horses. Many are already ear-marked for war time jobs, but a national survey of the remainder of the resources would be necessary before commandeering.
