Duff Cooper, former First Lord of the Admiralty, declared that the British preparations before the recent crisis were on a scale undreamt of in 1914. “It should be known here in Europe,” he said, “that the Munich policy, whether right or wrong, was. not dictated by fear of war. “The Government was confident of ultimate victory. That was the view of the French general staff also. The people really afraid of war and probably of defeat were the German general staff.” Mr Duff Cooper appealed to the Government to lead a national effort to remove the war menace.
