JAPAN REPLIES TO NOTES OBSTACLES TO NAVIGATION. MILITARY CLAIMS TAKING PRECEDENCE. By Telegraph—Press Association—Copyright. TOKIO, November 14. , A Foreign Office statement announced that the substance of the replies delivered today to the British, French and'American Notes was that Japan did not intend deliberately tc hamper the commercial navigation ot the Yangtse, but considered that the general opening of the river was unwarranted because the obstruction at Kiangyin had not been removed. It was pointed out that the river was navigable at present for warships and military vessels only, but commercial navigation would seriously hamper military operations.
