TERRITORIALS NEARLY UP TO STRENGTH (By Telegraph—Press Association.) RUGBY, November 10. A total of 9129 recruits joined the territorial army in October. The total strength on November 1 was 194,077. This compares with a peace establishment of 201,707.

A striking feature of the recent improvement in strength is that the First Anti-Aricraft Division, concerned with the defence of London against air attack, has actually reached a strength of 24,070, and is above its normal peace establishment.
