CONTROL OF SOVIET NAVY THIRD CHIEF REMOVED SINCE LAST YEAR By Telegraph—Press Association—Copyright. (Received This Day, 9.50 a.m.) MOSCOW, November 6. M Frinovsky has been appointed People’s Commissar to the Navy, in succession to M. Smirnov, who has been removed. It is reported that he was arrested owing to unsatisfactory conditions prevailing in the Navy.

Mr Smirnov is the third naval chief to be removed since October, 1937.
