(Received This Day, 11 a.m.) LONDON, November 4. “The Times” Shanghai correspondent says the military and civil authorities are held responsible for the fall of Canton, and the Chinese Government has ordered them to atone for their blunders. The Huomin News Agency states that Marshal Chiang Kai-shek has instructed the Kwantung armies to recover Canton within a fortnight. Two hundred thousand welLequipped Kwangsi troops have already left Wuchow in order to co-operate in the operation.
